Equipped with over a decade of professional experience that spans from the analysis and design of new structures to the evaluation and rehabilitation of historic buildings, Mr. Kaufman provides forensic engineering and consulting services through scientifically reliable methodologies to answer technical questions faced in the built environment. He is a registered Professional Engineer (P.E.) in seven states throughout the northeast and is recognized as a Model Law Engineer (MLE) by the National Council of Examiners for Engineering and Surveying (NCEES). Mr. Kaufman also serves on the ASTM committees for the performance of buildings and pedestrian walkway safety, and has presented on related subject matter at multiple seminars.
Mr. Kaufman’s experience has included engineering, surveying, structural design, and construction administration of buildings and structures in industries such as commercial, residential, pharmaceutical, utility, and education. On top of performing property damage assessments, he provides repair methodologies based on applicable code provisions and engineering principles, accompanied by coordination with internal cost estimation services. Mr. Kaufman also takes part in rapid response mobilizations in response to catastrophic structural failures, performing damage pattern analysis and utilizing various data collection technologies to preserve physical evidence.
Further, Mr. Kaufman consults on alleged construction defect assignments involving multiple parties, including tasks such as destructive testing observation, construction contracts and documentation review, code compliance, comparative and allocation analysis, as well as design and as-built adequacy. He also routinely evaluates premises liability incidents, with specialized training in slip-resistance testing on tile flooring, and reviews compliance with applicable codes, technical standards, ADA, and OSHA.
In New York City, Mr. Kaufman performs structural evaluations of historical buildings and antiquated structural systems found in much of the City’s built environment, including high-rise residential and mixed-use buildings, parking garages, retaining walls, and underground sidewalk vaults. He also consults on construction accidents, including evaluating compliance with applicable provisions in past and current New York City Building Codes, contracts and subcontracts, the Industrial Code, and local labor laws. Complementary with, and as required by evaluations, Mr. Kaufman also reviews historical property records maintained by the NYC DOB, BSA, and other City agencies.
