Damage Documentation & Scope Development

A scope of work is the document that defines what needs to be done, how it should be done, and what materials and methods are required to prevent further damage, remove or eliminate the problem, or repair the damage. A scope is developed in mitigation, remediation, and repair projects.

Why Scope Development Is the Foundation of the Claim

Every contractor bid, every cost estimate, and every negotiated settlement stem from the scope. When the scope of work is incomplete, inaccurate, or poorly documented, downstream problems follow. An accurate scope begins with an accurate assessment that thoroughly documents the damage at the property before any mitigation, remediation, or repair planning begins.

Haag's Scope Development Process

Field Investigation

Haag consultants conduct thorough on-site inspections to identify and document all damage. That includes visible damage as well as concealed damage identified through intrusive investigation, moisture mapping, thermal imaging, and other diagnostic methods as warranted by the loss type and property conditions. Field data is collected in accordance with Haag’s forensic documentation standard, which is applied across our engineering, architecture, and fire investigation practices. The information gathered during scoping is usable by the entire forensic consulting team that may need it to determine origin and cause.

Damage Documentation

Comprehensive photographic documentation, measurement, and written description of observed damage, organized to support the scope, the estimate, and any downstream claim or legal proceeding. Because Haag’s documentation standards are consistent across disciplines, findings from the building consulting team can inform causation analysis, and findings from our engineering and architectural evaluations can inform the scope without requiring duplicate site visits.

Scope Development

Line-item scopes of repairs, remediation, or mitigation measures prepared in accordance with applicable building codes, industry standards, and construction best practices. Where appropriate, scopes are prepared in a format compatible with Xactimate or other estimating platforms used by the client or carrier. When Haag performs these services, the scope of work itself is the primary deliverable. This is the document the client uses to move the project forward, evaluate contractor bids, and establish the basis for cost estimation.

Scope Analysis Report

When a public adjuster or contractor has submitted a scope of work, Haag can provide an independent, line-by-line analysis of that document against our own field observations and scope development. A Scope Analysis Report is a side-by-side assessment that identifies discrepancies, aeras of concern, items of minor or questionable damage, and line items that are unsupported, overstated, or inconsistent with observed damage conditions. Each report includes a summary, detailed line-item analysis, photo comparison, and plain-language translation of technical findings. The depth and format are customized to the client’s needs, the stage of the claim, and the intended use of the report.

Desk Review

A desk review is a high-level analysis of a submitted scope or estimate completed without a site visit. Haag consultants evaluate the document against available photographs, reports, and damage information to identify significant areas of concern and determine whether a full field-based analysis is warranted. Desk reviews are most useful in early claim evaluation, when a client needs a fast, cost-effective read on whether a submitted scope is defensible.

In-Field Evidence Review

An in-field evidence review is a comprehensive line-by-line analysis performed after a Haag consultant has inspected the property and developed an independent scope of repairs. Because the analysis is based on our first-hand observation and documented evidence, it is prepared to withstand scrutiny in mediation, arbitration and trial. This is the appropriate level of review when the disputed amount is significant or litigation is anticipated.
